Requiring the State Comptroller, beginning with the 1999 fiscal year,
to transfer 10% of the annual appropriation from the Economic
Development Opportunities Program Fund to the Neighborhood Business
Development Fund administered by the Division of Housing
Revitalization of the Department of Housing and Economic Development
to be used as additional funding for projects relating to the
retention, creation, or expansion of small businesses in economically
depressed neighborhoods of the State.
