Eliminating the jurisdiction of a juvenile court in certain subsequent
proceedings involving a child who has been convicted as an adult of a
crime under certain circumstances; establishing an order of a juvenile
court waiving jurisdiction to be final; and authorizing access to and
use by certain persons of a police or court record of a child in
certain proceedings in which the child is charged as an adult with an
offense.
