Authorizing the State Lottery Commission to allow certain thoroughbred
racing licensees and harness racing licensees to offer video lottery
terminals for public use at racetracks in the State; requiring that a
person have a video lottery facility license whenever the person
offers video lottery terminals for public use in the State;
establishing requirements that an applicant must meet to receive and
maintain a license; authorizing the State Lottery Commission to
collect certain licensee fees; etc.
