Authorizing the State Comptroller to issue a statewide caterer's
(SCAT) license to qualified caterers for use throughout the State;
establishing specified qualifications for license holders; requiring
that license holders pay specified license fees; providing for a
license fee credit under specified circumstances; authorizing license
holders to acquire alcoholic beverages in specified ways and to serve
alcoholic beverages on specified premises; authorizing boards of
license commissioners to conduct specified investigations; etc.
