Public Transportation - Fiscal Responsibility - Certification by State Comptroller

Synopsis:

Prohibiting certain governmental entities from authorizing public funds for public transportation unless a certain certification is received from the Comptroller of the Treasury; requiring the Comptroller to consider specified factors in making a determination in a certification; providing an opportunity for current transportation employees and employee organizations representing employees to negotiate with governmental entities at least 60 days prior to a certification; defining certain terms; etc.
