Regulation to deny an application for a license or renewal of a

is convicted of a felony or a crime of moral turpitude; establishing
factors to be considered in determining whether to deny, renew,
suspend, or revoke a license for a specified licensee or applicant;
and providing for notice and the opportunity for a hearing for
licensees or applicants.
