Requiring persons who are engaged in the business of inspecting
on-site sewage disposal systems for property transfers after January
1, 1999 to certify to the Maryland Department of the Environment that
the person has completed a specified course of instruction; requiring
persons engaged in the business of inspecting on-site sewage disposal
systems to make evidence of completion of a specified course of
instruction available to persons contracting for inspection services;
etc.
