Authorizing the manufacture in the State of certain handguns not on
the handgun roster by a federally licensed gun manufacturer that was
also licensed as a regulated firearms dealer in the State as of a
certain date, for direct sale to a unit of the federal government, a
state other than the State of Maryland, an out-of-state local
government, or an out-of-state law enforcement agency.
