be abandoned if the natural parent has not contacted the child or the
child placement agency for 6 months, despite the opportunity to do so;

required to consider in determining whether it is in the best interest
of a child to terminate the natural parent's rights; providing that
reasonable efforts need not be made to reunify a child with the
natural parent or guardian under specified circumstances; etc.
