Providing for the issuance by the Maryland Port Commission of a harbor
pilot license; establishing the qualifications for a harbor pilot
license; prohibiting an individual from providing pilotage in the
Baltimore Harbor without a harbor pilot license; requiring vessels to
employ licensed harbor pilots when traveling in the Baltimore Harbor;
providing for civil liability when unlicensed pilots cause damage;
requiring the Commission to limit harbor pilot licenses to a certain
number; etc.
