a rate of 20% of the wholesale price; increasing the tax rate for
cigarettes for Fiscal Year 1999 from 36 to 86 cents per pack and
providing for future rate increases subject to specified
contingencies; dedicating specified tobacco tax revenues for specified
purposes; providing for a Tobacco Tax Health Protection Program, a
Tobacco Crop Conversion Program, and various State grants to county
boards of education and other local entities; etc.
