Synopsis:

Requiring a carrier that owns or contracts with a managed behavioral healthcare organization for specified services to provide a specified referral policy to enrollees; requiring a managed behavioral healthcare organization under certain circumstances to file information with the Insurance Commissioner; and generally relating to managed healthcare organizations.
