Creating a State Debt not to exceed $500,000, with a matching fund requirement, as a grant to the Board of Directors of Baltimore Clayworks, Inc. for the acquisition, planning, design, repair, renovation, construction, reconstruction, and capital equipping of a building to house the Baltimore Clayworks, Inc.; and requiring the grantee to grant and convey a certain easement to the Maryland Historical Trust.
