Synopsis:

Adding to the grounds for the Board of Public Works to determine that a person may be subject to debarment from entering into certain contracts under the State's procurement law, the grounds that the person has been determined to have participated in a pattern of violations of federal or State labor laws, civil rights laws, or environmental protection laws.
