Synopsis:

Revising the coordination, governance, and funding of the University System of Maryland; establishing that the University is a public corporation with specified management flexibility; clarifying the duties of the System; establishing a new program review and approval process for the institutions in the System; reestablishing the College Preparation Intervention Program and the Private Donation Incentive Program; altering the role of the Maryland Higher Education Commission in specified circumstances; etc.
