Establishing a discretionary supplemental grant program for transportation services for elderly and handicapped individuals provided by the counties and Baltimore City; requiring the Secretary of Transportation to develop procedures to be used with the grant program under the Act; providing for a formula for the distribution of funds under the Act; etc.
