unharmed newborn with specified persons within 3 days of the birth of
the newborn and the person does not express an intent to return for
the newborn; requiring the approval of the mother of the newborn to
abandon a newborn under specified circumstances; establishing immunity
for a hospital, law enforcement, social services, or fire and rescue
employee who accepts or treats the newborn; etc.
