Income Taxpayers
Proposing an amendment to the Constitution of Maryland to require that
General Fund revenues received for a fiscal year in excess of the
estimate of those revenues at the beginning of the fiscal year be paid
to individual income taxpayers in a specified manner; requiring the
Comptroller to determine the percentage amount of payment that will
distribute the excess to individual income taxpayers in a specified
manner; requiring the Comptroller to mail payments to eligible
individual income taxpayers; etc.
