Allowing a credit against the State income tax for wages paid by
specified business entities to qualified ex-felon employees; providing
for the calculation and use of the credit; requiring a specified
addition modification if a credit is claimed; requiring certification
prior to claiming the credit; prohibiting the employer from claiming
the credit under specified circumstances; applying the Act to tax
years after 2000 but before 2006 for employees hired on or after June
1, 2001, but before July 1, 2003; etc.
