Requiring that collective bargaining between the Maryland-National Capital Park and Planning Commission and the exclusive representative for the Park Police begin each year not later than September 1 and end each year not later than January 15; repealing provisions authorizing the appointment of a fact finder and the use of fact-finding procedures when there is an impasse; establishing procedures for the appointment of an arbitrator and for binding arbitration in an impasse; etc.
