Forest Mitigation Banks - Creation - Use of Federal Funds

Synopsis:

Requiring that specified standards of the Department of Natural Resources permit a person to utilize funds from the federal Conservation Reserve Enhancement Program or any other federal funds in order to create a forest mitigation bank, notwithstanding the date of creation of the mitigation bank; requiring the Department to adopt specified regulations by December 31, 2001; etc.
