Synopsis:

Requiring the State Scholarship Administration to offer each year Maryland Science and Technology Scholarships to specified students who have been accepted into specified academic programs under specified circumstances; altering eligibility for the scholarship by requiring a recipient to have completed secondary school within the last 5 years; etc.
