Authorizing the creation of a State Debt not to exceed $679,134, the
proceeds to be used as a grant to the Board of Directors of St. Paul
Community Development Corporation for the planning, design,
construction, and capital equipping of the King's Kids Child
Development Center; prohibiting the use of the funds and the matching
fund for sectarian religious purposes; providing for disbursement of
the loan proceeds, subject to a requirement that the grantee provide
and expend a matching fund; etc.
