Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today vetoed House Bill 627 - Municipal Corporations - Charter Amendment Resolutions - Effectiveness.

This bill repeals provisions that require municipal charter amendment resolutions, municipal annexation resolutions and other documents related to municipal charters to be registered with the Department of Legislative Services before becoming effective. The bill also establishes new procedures for submittal of these documents to the Department.

Senate Bill 690, which was passed by the General Assembly and signed by me, accomplishes the same purpose. Therefore, it is not necessary for me to sign House Bill 627.
