Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today vetoed House Bill 838 - Washington Suburban Sanitary Commission - Local Small Business Enterprise Program MC/PG 101-01.

This bill authorizes the Washington Suburban Sanitary Commission to establish, by regulation or resolution, a local small business enterprise program.

Senate Bill 828, which was passed by the General Assembly and signed by me, accomplishes the same purpose. Therefore, it is not necessary for me to sign House Bill 838.
