Establishing an Interagency Committee on Public Water and Wastewater Construction within the Department of the Environment (DOE); providing for the membership and staffing of the Committee; requiring the Committee to approve specified public water and wastewater construction projects and make recommendations to the Board of Public Works; requiring the DOE to adopt specified regulations; etc.
