Prohibiting the Developmental Disabilities Administration from
retaining cost-of-living increases in the Supplemental Security Income
of individuals receiving residential services provided by the

Administration to add the cost-of-living increase to the individual's
personal needs allowance; allowing the Administration to use specified
funds from the Waiting List Equity Fund for a specified purpose;
making the Act an emergency measure; etc.
