Requiring a motor vehicle liability insurer to use the value from a specified national publication when determining the fair market value of a motor vehicle that is totally destroyed; authorizing an insurer or an insured to adjust the value of the motor vehicle in a specified manner; authorizing a specified insurer or an insured to present evidence of the condition of the motor vehicle; and requiring the determination of fair market value to consider the cost of specified repair.
