proceeds to be used as a grant to the Mayor and Commissioners of the
Town of Elkton for the acquisition of 225 acres in Elkton to be used
as parkland and developed as a recreation center; and providing for
disbursement of the loan proceeds, subject to a requirement that the
grantee provide and expend a matching fund.
