Dear Mr. President:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today vetoed Senate Bill 454 - Pilot Program for Long-Term Employment of Qualified Ex-Felons.

This bill creates a three-year Pilot Program for the Long-Term Employment of Qualified Ex-Felons to be administered by the Department of Labor, Licensing, and Regulation.

House Bill 652, which was passed by the General Assembly and signed by me, accomplishes the same purpose. Therefore, it is not necessary for me to sign Senate Bill 454.
