Authorizing the County Council for Montgomery County to impose a local
surcharge not to exceed a specified amount on specified motor vehicles
owned by Montgomery County residents; providing that the aggregate
surcharge imposed on the owner of specified rental vehicles may not
exceed a specified amount annually; requiring Montgomery County to
deposit specified money in a special fund to be used to finance
specified transportation-related initiatives in Montgomery County;
etc.
