Establishing the State Office for Victims and Witnesses of Crime as part of the Executive Department; establishing the purpose of the Office to coordinate State responsibilities concerning the rights of and services to victims and witnesses of crimes and delinquent acts; stating the findings of the General Assembly relating to the needs of victims of crimes and delinquent acts; establishing that the head of the Office is the Special Secretary for Victims and Witnesses of Crime; etc.
