Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland Constitution, today I have vetoed House Bill 662 - Upper Shore Regional Council.

This bill establishes the Upper Shore Regional Council as a regional planning and development agency for Cecil, Kent, and Queen Anne's counties and provides for the operation of the Council.

Senate Bill 525, which was passed by the General Assembly and signed by me, accomplishes the same purpose. Therefore, it is not necessary for me to sign House Bill 662.
