Dear Mr. President:

In accordance with Article II, Section 17 of the Maryland Constitution, today I have vetoed Senate Bill 568 - Higher Education - Educational Excellence Awards - Funding.

This bill requires at least $2 million appropriated annually for specified student financial assistance programs to be allocated to institutions of higher education in the State to fund Educational Excellence Awards.

House Bill 774, which was passed by the General Assembly and signed by me, accomplishes the same purpose. Therefore, it is not necessary for me to sign Senate Bill 568.
