Synopsis:

Prohibiting a person from knowingly possessing, using, manufacturing, distributing, transferring, selling, offering, promoting, or advertising for sale, use, or distribution, an unlawful telecommunication device or access code to decrypt or to facilitate the decryption of a telecommunication service for a fraudulent or unlawful purpose without the express consent or express authorization of the telecommunication service provider; etc.
