Authorizing the creation of a State Debt in the amount of $500,000, the proceeds to be used as a grant to the Rollingcrest/Chillum Recreation Council and the Maryland-National Capital Park and Planning Commission for the planning, design, and construction of an addition to the Rollingcrest-Chillum Community Center; providing for disbursement of the loan proceeds; etc.
