Prohibiting the Department of Transportation from spending any funds or granting approvals or permits for right-of-way acquisition for, or the design or construction of, the proposed intercounty connector designated as Highway A-44 east of U.S. Route 1 (Baltimore-Washington Boulevard), or the proposed highway designated as Highway A-58.
