Repealing provisions of law on the liability of individual enrollees and subscribers of health maintenance organizations to health care providers for covered services; repealing prohibitions on health care providers or their representatives from collecting or attempting to collect from a subscriber or enrollee, or maintaining any action to collect, any money owed to the health care provider by a health maintenance organization; etc.
