Authorizing Anne Arundel County to impose by ordinance and collect a sales and use tax on mobile telephone service; requiring that revenues generated by the tax on mobile telephone service under the Act be used only for public safety purposes in Anne Arundel County; and providing that for purposes of the Act public safety purposes include the hiring of specified persons and specified other necessary expenses.
