regulations that set standards for the care, treatment, health,
safety, welfare, and comfort of individuals who receive chore and
companion services from chore and companion service agencies;
requiring chore and companion service agencies to conduct criminal
background checks of the individuals it refers and maintain a surety
bond in the form and amount determined by the Department through
regulation; etc.
