Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today vetoed House Bill 140 - Commercial Law - Uniform Commercial Code - Title 7 Revisions.

This bill repeals Title 7 of the Maryland Uniform Commercial Code relating to documents of title and adds Title 7 of the Maryland Uniform Commercial Code, revised to provide a framework for the further development of electronic documents of title and updated in light of State, federal, and international developments.

Senate Bill 136, which was passed by the General Assembly and signed by me on April 27, 2004, accomplishes the same purpose. Therefore, it is not necessary for me to sign House Bill 140.
