Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today vetoed House Bill 386 - Real Property - Task Force on Business Owner Compensation in Condemnation Proceedings.

This bill requires the Subcabinet for Children, Youth, and Families to adopt regulations that link the determination of rates for licensed residential child care program services to performance-based outcomes and requires the Subcabinet to adopt the regulations by a specified date.

Senate Bill 275, which was passed by the General Assembly and signed by me on May 26, 2004, accomplishes the same purpose. Therefore, it is not necessary for me to sign House Bill 386.
