Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today vetoed House Bill 1368 - Correctional Services - Standards for Correctional Facilities - Victim Notification and Restitution.

This bill requires the Secretary of Public Safety and Correctional Services to adopt regulations that establish minimum mandatory standards applicable to victim notification and restitution.

Senate Bill 883, which was passed by the General Assembly and signed by me on April 13, 2004, accomplishes the same purpose. Therefore, it is not necessary for me to sign House Bill 1368.
