Synopsis:

Authorizing Montgomery County to conduct a wine festival on as many as 4 weekends each year under the supervision of the Montgomery County Department of Liquor Control; authorizing a festival organization to contract with specified license holders to sell and display wine at the festival; requiring specified license fees to be deposited into the general fund of the county; etc.
