Administration to verify that specified taxes and unemployment
insurance contributions have been paid before renewing specified
licenses and registrations; altering withholding rates; authorizing

State and local subdivisions; altering circumstances under which an
employer is required to limit an employee's withholding exemptions;
altering the vendor credit under the sales and use tax; etc.
