Synopsis:

Reducing the motor fuel tax rates for gasoline, special fuel, and clean-burning fuel by 5 cents per gallon in fiscal year 2006; increasing motor fuel tax rates by 2 cents per gallon in fiscal year 2007; increasing motor fuel tax rates by 3 cents per gallon in fiscal year 2008; etc.
