Synopsis:

Establishing that the University of Maryland University College is an instrumentality of the State and that the exercise of its powers is the performance of an essential public function; clarifying the name of the University of Maryland University College; authorizing the denial of the inspection of specified records; prohibiting a custodian from denying the inspection of specified public records under specified circumstances; etc.
