Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland Constitution, today I have vetoed House Bill 949 - Law Enforcement Officers' Pension System - Membership - Aviators with the Department of State Police. This bill provides civilian aviators who operate aircraft for the State Emergency Medical System and who are employed by the Department of State Police with membership in the Law Enforcement Officers' Pension System. The bill also provides optional membership for specified aviators. Senate Bill 510, which was passed by the General Assembly and signed by me, accomplishes the same purpose. Therefore, it is not necessary for me to sign House Bill 949.
