Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland Constitution, today I have vetoed House Bill 1250 - Natural Resources - Nonnative Oysters - Introduction.

This bill prohibits a person from introducing a nonnative oyster into State waters without a permit from the Department of Natural Resources. It requires the Department to satisfy specified conditions before introducing or before issuing a permit to another person for an introduction and provides criminal and civil penalties for those who violate the Act. Senate Bill 405, which was passed by the General Assembly and signed by me, accomplishes the same purpose. Therefore, it is not necessary for me to sign House Bill 1250.
