Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland Constitution, today I have vetoed House Bill 1346 - Renewable Fuels Promotion Act of 2005.

This bill establishes specified production credits for ethanol and biodiesel and creates the Renewable Fuels Incentive Board to implement and govern the production credits. Further, it establishes application procedures for certification for the production credits and requires an application to contain specific information. Finally, it establishes limits on the amount of production credits the Board may certify per producer and the total amount of production credits the Board may certify. Senate Bill 740, which was passed by the General Assembly and signed by me, accomplishes the same purpose. Therefore, it is not necessary for me to sign House Bill 1346.
